From Vision to Reality: CPPA’s Inaugural Annual Report

The California Privacy Protection Agency (CPPA) is proud to announce the release of our inaugural annual report! The report provides a comprehensive look at the Agency’s journey from November 2020, when California voters passed Proposition 24, the California Privacy Rights Act, which amended the California Consumer Privacy Act of 2018 (CCPA) and established the CPPA, through December 2024. The report serves as a testament to our ongoing mission to protect Californians’ privacy, ensure consumers are aware of their rights and businesses are well informed of their obligations, and vigorously enforce the law against businesses that violate consumers’ privacy rights. 

The report offers an overview of the CPPA’s major milestones, featuring messages from our Board Chairperson and outgoing Executive Director, and a wealth of data demonstrating our progress over the past four years. It also highlights the dedication of the Agency’s divisions, including Administration, Enforcement, Information Technology, Legal, Policy and Legislation, and Public and External Affairs, who have worked tirelessly to operationalize the CCPA and advance California’s position as a leader in consumer privacy protection. 

Some of the key accomplishments detailed in the report include: 

  • Issuing Regulations: The Agency established groundbreaking privacy regulations, setting a standard for data protection across the nation. 
  • Creating Privacy.ca.gov: This accessible online resource equips Californians with information about their privacy rights and offers tools to help them make informed decisions. 
  • Enforcing the Data Broker Registry: The Enforcement Division took action against data brokers that failed to register with the CPPA, resulting in fines. 
  • Sponsoring the Agency’s First Bill: In 2024, the CPPA sponsored Assembly Bill 3048, pioneering efforts to expand access to opt-out preference signals through legislative action. 
  • Launching the Agency’s Strategic Plan: This plan outlines our goals, priorities, and vision for strengthening consumer privacy protections in California through 2027. 

This annual report is both a celebration of achievements and a foundation for the work ahead. It underscores the CPPA’s dedication to empowering Californians, facilitating transparency, and fostering collaboration across sectors to safeguard privacy in an ever-evolving digital landscape.
