California Privacy Protection Agency Names Sabrina Boyson Ross as Chief Auditor and Forms New Audits Division

SACRAMENTO, CA —The California Privacy Protection Agency (CalPrivacy) has selected Sabrina Boyson Ross to serve as the agency’s inaugural Chief Privacy Auditor. Ross brings deep expertise in privacy, technology, and regulatory compliance, with a distinguished career that includes senior leadership roles at both technology companies and law firms. 

“I am honored to join CalPrivacy at such an important time,” said Ross. “In addition to our enforcement mission, strong auditing is essential to ensuring that California’s privacy laws are meaningful in practice. I look forward to advancing rigorous, fair, and transparent compliance oversight that protects Californians from harm.” 

Ross brings extensive experience designing and overseeing privacy, data protection, and algorithmic governance programs. Most recently, she served as Director of Public Policy at Meta, where she led cross-functional teams working at the intersection of product development, legal compliance, and public policy. Previously, Ross held senior privacy and policy leadership roles at Uber, Apple, and Nauto, and began her career as a Privacy and Data Security Attorney in private practice. 

As Chief Privacy Auditor, Ross will lead CalPrivacy’s newly formed Audits Division, which develops and applies privacy compliance audit procedures and conducts complex regulatory examinations of businesses and business practices. The division obtains and analyzes privacy and technology records to determine compliance with the California Consumer Privacy Act.  

The CalPrivacy Audits and Enforcement Divisions serve complementary functions. The Audits Division reviews business practices and evaluates compliance gaps, while the Enforcement Division investigates potential violations. Audit findings may lead to enforcement referrals in appropriate circumstances, similar to audit findings made by other federal and state agencies.  

“Sabrina Ross brings a rare combination of legal expertise, operational experience, and deep understanding of complex technology systems,” said Tom Kemp, CalPrivacy’s Executive Director. “Under her leadership, the Audits Division will help monitor business compliance with California privacy laws.” 

Ross holds a Juris Doctor degree from the University of California, Berkeley School of Law, and a Bachelor of Arts degree in literature from Grinnell College.
